A Bold Agenda for District 25 — Rooted in Results
Antoine's District 25 Legislative Priorities
We believe Maryland families deserve affordability, opportunity, safety, and a fair shot at building wealth. This platform is rooted in economic justice, educational excellence, community investment, and long-term prosperity for all.
Lower Costs and Deliver Relief for Working Families
Families across Maryland are being squeezed by rising costs. Our platform is focused on putting money back in people's pockets and making everyday life more affordable.
- Deliver property tax relief for homeowners through a Maryland STAR rebate program, patterned after a similar program in New York state, that helps offset high local property taxes, especially in Prince George's County.
- Protect families from utility bill spikes by capping excessive utility rate increases, reducing non-essential fees on the bills, and supporting energy efficiency projects for homeowners and renters, and renewable energy generation in the state.
- Require data centers to pay their fair share by providing on-site energy and water capacity so local residents are not burdened with higher bills or strained infrastructure. Require them to use solar, wind, and biofuels to reduce energy costs and combat pollution.
- Provide student loan relief through service by creating a state tax credit for residents who complete meaningful volunteer service in their communities.
- Investigate the high costs of auto and homeowners' insurance in Prince George's County.
- Investigate the opportunity to cap annual rental increases for senior citizens.
- Expand child care funding subsidies for working and middle class families in Prince George's County.
Invest in Great Public Schools and Future Careers
Every child deserves access to excellent schools, well-supported teachers, and pathways to high-quality careers.
- Fully fund and strengthen the Blueprint for Maryland's Future to close long-standing education gaps, reduce class sizes, and strengthen schools serving Black and Brown communities.
- Increase teacher pay and retention incentives in schools facing the greatest challenges, especially in math, science, and special education.
- Create green career academies in public schools that prepare students for jobs in clean energy, sustainability, and emerging industries.
- Fund year-round youth employment for high school students to help reduce crime, combat poverty, and to prepare them for colleges and other career opportunities.
- Secure more funding from state asset forfeiture and anti-crime programs to provide more funding to Kettering, Largo, Mitchellville Boys & Girls Clubs, community centers, and other youth and crime prevention programs in District 25 and Prince George's County.
Build Economic Growth and Support Small Businesses
Economic growth should create opportunities for local families, entrepreneurs, and underserved communities.
- Transform the Blue Line Corridor into a clean energy and innovation hub that attracts new jobs, research, and investment.
- Prioritize Maryland-based small businesses in state contracting and procurement opportunities.
- Expand opportunities for minority-owned businesses through a new state mentor-protege program to improve mentorship, incubator, sheltered-market, and capacity-building programs.
- Direct investment into historically underserved communities to support local business growth and job creation.
Modernize Transportation and Protect Our Environment
Our communities need reliable transit, climate resilience, and infrastructure that works for the future.
- Support Purple Line expansion studies to extend light rail transit access around the beltway to Downtown Largo and Suitland.
- Ensure climate investments reach underserved communities by creating a Maryland Justice40 Program, ensuring that 40% of benefits of state investments and funding in environmental, energy and transportation programs are allocated to historically disadvantaged and underserved areas.
- Pass the CHERISH ACT.
- Upgrade public infrastructure in schools, community colleges, neighborhoods, and municipal facilities, funded by the Maryland Fair Share Plan.
- Improve beautification and road maintenance services by increasing the state budget for maintaining state roadways in the county by at least 25%.
- Environmental, Infrastructure, Clean Energy & Green Jobs Bond Act: this referendum would help provide needed funding for state investments in roads, sidewalks, parks, bridges and clean energy and transportation projects across the State of Maryland.
Expand Homeownership and Build Generational Wealth
Homeownership remains one of the most important ways families build long-term stability and wealth.
- Expand access to first-time homebuyer programs, especially for Black and Brown families and residents in historically underserved communities.
- Lower barriers to mortgage access, including more flexible credit requirements.
- Create a veterans homeownership assistance program to help those who served achieve stable housing and wealth-building opportunities.
- Reform student loan forgiveness eligibility requirements for state homeownership programs.
- Increase state investment in foreclosure prevention programs and housing counseling services.
- Pass Deed Theft Prevention legislation which disproportionately impacts African-Americans in Maryland.
Improve Access to Health Care
No family should have to struggle to find care or be pushed into financial hardship because of medical debt.
- Bring more doctors and nurses to underserved communities through targeted tax incentives and workforce support.
- Protect residents from harmful medical debt practices, including wage garnishment, liens on homes and cars, and excessive repayment burdens.
- Ensure families are protected while insurance appeals are pending so they are not unfairly penalized.
- Increase funding for community health clinics in District 25 to help reduce wait times in the Emergency Room at local hospitals and support preventive treatments.
- Create meaningful programming for our seniors out of the District 25 Office, such as an Annual Senior Ball, Senior Luncheon, Senior Cookout, and mini grants to senior centers and facilities to improve their health, wellness and quality of life.
Create Safer Communities Through Prevention and Opportunity
Public safety requires both strong services and meaningful pathways to stability.
- Support local public safety staffing and modern technology investments.
- Expand reentry employment opportunities for returning citizens.
- Reduce recidivism through workforce incentives and second-chance hiring programs.
- Invest in prevention strategies that reduce crime and strengthen communities.
Why It All Matters
We believe Maryland families deserve affordability, opportunity, safety, and a fair shot at building wealth. This platform is rooted in economic justice, educational excellence, community investment, and long-term prosperity for all.
"From housing, appraisal, and mortgage discrimination to environmental injustice, I've spent my career fighting for working families and winning. I've written the legislation, built diverse coalitions, and delivered results. Our community deserves safe neighborhoods, good paying and living wage jobs, affordable and sustainable home mortgages, and clean air to breathe. These aren't just talking points to me. They're the work I've been doing across Maryland for the past decade."Antoine M. Thompson
